I found this for the previous gen, not sure if it's the same process.

Here's the install instructions for the whole system and it doesn't mention syncing the keys which makes me think they come synced already. The remotes are for sale on Subaru dealer sites so there must be a way to make it work. Honestly if you can't get them to work i'd just send your money back on venmo or whatever, less the cost of sending the bubble mailer.
