Car is giving a solenoid issue code, but car drives perfectly. Issue started on 143k-km, and I am almost 150k-km and car drives well. All features, including AWD, have been disabled due to this issue. What OBD2 Scanner is there that’s known to be a Subaru whisperer which I can use to effectively clear the codes and access car’s settings?

You are asking SEVERAL questions with that one quandary.
- ANY OBDII reader will 'speak' the basic OBDII language.
- Clearing codes is also pretty simple (but NEVER fixes a problem)
- Accessing SUBARU settings is often the realm of DEALERSHIP machines.
HECK: For that matter, most autoparts stores will "read the codes" for you. (.... but DO NOT fall for their attempt to sell you a 'sensor' to fix it) The "sensor" is only the messenger..... rarely the source of the problem.
Are you aware that OBDII main role in life is to ensure EMISSIONS COMPLIANCE? Sure the vehicle may "drive perfectly" but the emissions may be out of spec.
ALSO: If the lights are FLASHING.... damage is imminent. (such as a too-rich code which will burn up the catalysts)
